International Committee of the Red Cross Accompanies Hamas in Search for Remains of Captives in Gaza

A Red Cross official confirmed that its representatives accompanied Hamas officials into areas of Gaza still under IDF control to support the search for the bodies of Israeli hostages.

Truce Terms and Hostage Bodies Return

As part of the truce negotiated by the United States, which took effect on October 10, the group is required to hand over the remains of all captives promptly. As a reciprocal measure, the Israeli government has consented to hand over the remains of 15 Palestinians for each Israeli.

The organization has so far returned the bodies of 15 of those taken hostage but zero in the last five days, as some of those bodies are believed to be in areas past the yellow line marking Gaza’s ceasefire.

Red Cross Role as Impartial Facilitator

“Upon the appeal of the involved sides, the Red Cross accompanied a party to the conflict as the group searched for the bodies of the deceased individuals past the military-established ‘yellow boundary’,” said a spokesperson for the organization.

She continued: “The parties to the hostilities established the modalities of the mission and delegated the Red Cross to act as a impartial mediator. The ICRC was had no part in the discussions.”

The official further clarified: “The ICRC was did not participate in the search for the bodies nor does it engage in the retrieval of human remains.”

Global Humanitarian Law and Duties

According to global legal norms, it is the duty of the sides engaged in a hostilities to locate, collect, and recover the bodies of the deceased.

US Ultimatum and Regional Recovery Operations

On Saturday, the US president issued a two-day demand to the militant group. “Hamas is going to have to start handing over the remains of the deceased hostages, which include two Americans, quickly, or the additional nations involved in this great peace will intervene,” he wrote on his social‑media platform.

When the 48-hour deadline neared, the group, accompanied by the Red Cross, teamed up with Egyptian teams, who were authorised by Israel to search for remains beyond the line indicating the Israeli military’s pullback inside Gaza. An Israeli spokesperson said the Egyptian team would use excavator machines and trucks in the operation.

Authoritative Confirmation and Press Coverage

The news was supported by an unnamed Israeli official, who told local press that members of the group had been permitted to enter areas of the region under Israel Defense Forces (IDF) control to look for the remains of hostages, together with Egyptian and Red Cross personnel.

“To achieve this goal, Hamas members were allowed to cross the yellow line,” the source was quoted as stating.

Video published by a media outlet appeared to show individuals of a Hamas unit – part of the group’s military wing responsible for holding captives – escorting a Red Cross vehicle in a specific location close to Rafah, which is beyond Israeli military control.

Difficulties in Locating Hostage Bodies

The search for the bodies of Israeli hostages has become one of the most sensitive issues in the ceasefire agreed between the parties. Yet, the effort to find the bodies has been challenging from the beginning, given the presence of an estimated 60m tonnes of debris across the strip, where, as per health officials, at least 10,000 Palestinians are recorded as unaccounted for, buried under the debris.

Diverging Claims on Remains Location

Hamas has stated it lacks information on the exact locations of all the bodies, saying it has lost contact with several of its teams that had been detaining the captives and were allegedly eliminated during Israeli bombardments.

However, an official representative asserted that Hamas was aware of the whereabouts of the remains. “If Hamas made more of an effort, they would be able to retrieve the bodies of our captives,” the official said.

US Position and Disarmament Discussions

Although the US president has acknowledged that some of the bodies are difficult to access, he said that “the rest they can hand over now and, for some reason, they are failing to do so.”

“It may have to do with the surrender of weapons of the group,” he added.

The US administration has said it has received guarantees from the organization that the faction will surrender its arms, though no specific schedule has been set. They remains reluctant to surrender its arms without firm guarantees about the future of its members.
